US DFC provides credit support for Ukrenergo $825m sustainability-linked notes restructuring

Last editorial update:

Investment / FinancingGrid & TransmissionInternational Support

Ukrenergo received a guarantee from the US International Development Finance Corporation (DFC) to raise new financing for the repurchase of its defaulted $825 million state-guaranteed sustainability-linked green notes (due 2028). Citigroup is arranging sale of at least $445 million of new DFC-supported notes to market investors. Restructuring terms include tender at 60-65.125% of par or 1:1 exchange into new 8.5% notes amortising from June 2028. Consent solicitation and tender remain open.

Why it matters

Critical for restoring Ukrenergo's balance sheet and capacity to invest in transmission resilience, substation protection and grid connections required by new renewable and BESS projects. Positive signal of continued US financial risk-sharing for Ukrainian energy infrastructure, lowering perceived sovereign/utility counterparty risk for private investors in 5-100 MW hybrid assets.
