JSC Guaranteed Buyer announced three online auctions on Prozorro.Sale for September 2026 allocating 850 MW of support quotas: 700 MW wind (cap 8 €ct/kWh, 30 Sep), 100 MW solar with mandatory BESS (≥80% power, ≥2 kWh/kW, support outside midday peak, cap 12 €ct/kWh, 25 Sep) and 50 MW solar (cap 8 €ct/kWh, 25 Sep). Eligible regions include Kyiv, Cherkasy, Poltava, Zhytomyr and other central/western-adjacent oblasts (excluding active hostilities). Enabled by increased 2026 quota to 1 GW.

Why it matters

Creates immediate pipeline and revenue-certainty mechanism for mid-scale wind, solar and hybrid solar+BESS projects in investor-relevant regions. The dedicated solar+BESS tranche with time-restricted support explicitly values flexibility – key for 5–100 MW origination. Price caps and 12-year market-premium structure improve bankability for private developers targeting western and central Ukraine.
